You certainly aren't going to get any help from the state or federal government. After all, they get $5 billion per year from the tobacco companies as part of a settlement which is used for virtually anything but tobacco reform. Additionally, the tax money generated by taxes on tobacco and alcohol are enormous.

The last thing the guberment wants to do is get rid of tobacco and or....alcohol.
