Fuel cost is one factor. Better battery technology is another. The better the batteries, the lower the weight for a given performance envelope. And that translates into better efficiency. Plus, it is now practical to do things like put the motors in the wheels due to better magnetics and such. So this eliminates the friction costs due to transmission and drive trains. Low rolling resistance tires and other technologies have helped push the efficiencies up.
