There has been a lot of conflicts between settlers and Pals, and the settlers are armed with weapons whereas the Pals have their stones. From what I've seen reported in the media the law may exist for prosecution but its invocation is rare. Enlighten me please.

Your first info is wrong. The Pals have stones? are you kidding me? Check the numbers of Israelis who have been shot. Hundreds and hundreds, both soldiers and civilians. How are they getting shot, if the Pals only have stones? You think the Pals managed to get suicide bomb belts and rockets, but neglected to get rifles?

The Pals are awash with arms, many supplied by Israel and US to Fatah under Oslo. They have guns galore. What you don't see that often is pictures of Pals shooting guns. And why? Because the Pals decided that pictures of boys throwing stones sells better. So what they like to do is put the boys throwing stones out front, and the riflemen stand behind. The Pal reporters got their instructions, and they obey them if they know what's good for them.

The answer to your question is that illegal settlements and unprovoked settler attacks on Palestinians have been prosecuted, though rarely. The Israel court system is quite far to the left of the government. Most of the conflicts between settlers and Pals happen when Fatah or Hamas "militants" attack the settlers. The Israeli courts do not forbid them to defend themselves.
