They have to wait until the kid is of legal age to get the cash though, would take a lot of patience unless they just hop across the border, drop the kid then hop back ... do it every year for 18 years then retire in the U.S. when the bonds start to pay off.

It would only be an incentive if it exceeded the costs of getting into the country. I've read that it costs anywhere from 5 to 20 thousand dollars to arrange to be smuggled into the states, which includes transportation from the border and sanctuaries in major cities. I gather that those costs are being covered by family and prospective employers here in the states with the expectation that they'll be paid back.
