OK, now you've moved away from lying about my statements. Thank you.

The plan is indeed for people of up to $82k (actually I believe a few hundred more than that) to receive money.

Of course just like any other program, both the mean, and the median recipient will have less income than the limit. But any program with an $82+k limit isn't exactly focused on serving the poor.
