When an agency is created, funded and given a mission, it becomes part of the landscape, an institutionalized sacred cow we believe is necessary. Its bureaucrats become dispensers and receivers of patronage and largesse.

Nadine's use of FEMA as an example is a neat rhetorical point, but it ignores the fact that disaster relief can be accomplished more effectively.

And disaster relief is but one area in which the federal government spends when it shouldn't. Lots and lots of examples for that proposition, too.

Bush entered the Presidency on a promise to 'starve the beast.' The facts and figures show unequivocally that he has served it a ten course banquet.
