No bid contracts aren't as unusual as you imply they are. More importantly they aren't an indication of fascism. At worst they can be an example of corruption but that isn't the same thing. Corruption? Not "at worst" as you suggest......in addition to. The no bid contracts suggests a cozy relationship with gov't.....the kind of relationship with industry seen in fascist gov'ts. As for ignoring the Geneva conventions that's a mis-categorization of the controversy. Fascist gov'ts tend to ignore the rights of individuals. Again, I am not saying the American gov't has become fascist. I am saying it has moved in that direction over the last 7 years.
