That's the penalty people pay for being law abiding. Once governments discover their people are law abiding, they start enacting all kind of laws for and law for that.

In the lawless lands is different, they know if they enact non-sensical laws, the people would not follow them...

Bossy people will try to hog the resources. Reminds me of the video in the post link below. Someone uses an example of an American shipwrecked on an island with 5 Asians. The Asians do most of the work, and the American does the most consumption.
