Good concept. Special interest groups have been writing the legislation and handing it over to a receptive Congress to pass in recent years. It is a crisis for the Republic not unlike the crisis for the Roman Republic at the time of Julius Caesar. Silver lining: Bush makes for a really crappy Caesar. Perhaps our path will be different.
