Dissoluble by concensus, note. There are only provisions for States entering the Union, not leaving it. The United States can only end by concensus of all the people through Congress or a Constitutional Convention, IMO. Anything less is just rebellion.

But is oppression required in order to assert the right to be governed by consent?

We are bound to abide by the rules of the social compact until the government enters into a state of war with us, ala the state of nature. Until then we have no right to take the law into our own hands. Any other answer invites anarchy.

It wouldn't surprise me if a referendum to grant Mercedes to every man, woman and child would get an even higher vote. People are generally short-sighted and sometimes downright dumb.
