The primary reason why the Taliban did not give up OBL was cultural. It is not so much that AQ were their allies, but their guests. Something could have been worked out, but not with the current crop of idiots in the WH. You can read more about the difficulty here atimes.com

Such a condition does not typically encompass other AQ members and there are ways of turning the Taliban against AQ.

Of course. Tribes switching sides mid-war is an old Afghan tradition. The more Pashtun tribes Karzai can woo away from the Taliban, the stronger the government in Kabul will become.
