I don't have any idea why, in fact I have some doubt its true.

If it is true it would probably either be minimum number of passes (but then you could still apply the rating, it just wouldn't be enough to qualify for any rankings), or lack of full stats (perhaps in the early days only the teams kept the stats, not the league, and the Bears kept more complete stats then the other teams)
