It does if you are a religious Muslim and there are a lot of them in Whahabi land.

As for the underlined part of your quote, the fact that Saudi Arabia is hole of Islam's holiest shrines, doesn't mean every inch of it is part of the shrines, or being 1000 km away but still in the same country somehow violates the shrine.
