Fear may be a by product but it is founded upon the criteria I listed or similar others. It is internal and under your control if you choose to take control of it.

That sounds simple enough. Except killing terrorists isn’t simple. A terrorist is a person who intends to harm innocents in order to bring a negative effect on his enemy through fear, suspicion, disorientation, etc. A terrorist group encourages some or all of its members to use this strategy. The strategy works, when you let it.

Terrorist events disorient societies by spreading fear among friends, families, or similar others who could be targeted. The fear is exacerbated by the fact that we have no way of knowing who will be hit, by whom, how it will occur, when or where to expect the attack. When the terrorist is ghost like it adds to the scary effect. The cumulative effect of not knowing the source or where or when it will surface, but that the event could be devastating, is a paranoid psychosis that is contagious. It spreads and forces an unnatural division among the fearful.

So what do you do with that fear of terrorism? The worst thing you could do is to act your paranoid psychosis by attacking innocents who seem similar in appearance or seem in some way to have affiliation with the culture that produced terrorism. That produces a vendetta effect that quickly spirals out of control. The smartest thing you could do would be to bring the innocents into your circle by declaring the terrorists to be a common enemy. So only the ghost like terrorists remain on the outside, then they have no place to hide and their camouflage becomes transparent. That simplifies things. We can unite under common principles of goodness. Well unless you have no faith that such a thing exists, in which case I’m not sure how you distinguish your principles from any other radical extremist.

But you don’t have to do any of that, you can be as divisive as you like and try to make sure you are a member of the most powerful group, whenever the stuff hits the fan and that your ability to wield power in that way never wanes. Good luck with that.
