Being against the expense is inherently connected with being against the whole effort in Iraq. Keeping that type of capability permanently in house in the military so that we wouldn't use nearly as many contractors would cost much more.

As for fraud, yes any large government effort has that opportunity. And in Iraq (and with most wars), with the situation more chaotic than normal, and with speed sometimes being a lot more important than extensive oversight, the chances are increased.
