re: To the extent that its a serious issue, its a much bigger issue, and not something limited to contractors in Iraq. Its also a very long term issue, not something that's new. It's a huge issue in this day of winning elections with expensive TV marketing. And in turn seeing the contributors increasing their government contracts by leaps and bounds. No, quid pro quo isn't new... but the scale has become massive as government "privatizes" and elections require many, many millions of dollars.
