Companies outsource to China whole assemble lines of products they can no longer profitably make at home. Together with the boxes, goes a team of oldies -facing early retirement- to teach the Chinese how to make the stuff, control quality etc.

Like TJ says: it is the big companies that can make use of the Chinese capacity.

You cannot just pack the blue print and give to the guys to make it.

You can get a 100 Chinese, just disembarked from the bus coming from the rural areas, and put them to mix cement and wheel barrow sand, and bend pieces of iron rod. All that simple things the locals can teach them.

Specialized stuff is hard to do. Thus, foreigners need to pay TJ to help them.
