Terrorists are not criminals. They don't act for criminal motives, and they don't act alone, but as part of an organization. Trying them as criminals only ensures that they won't get convicted and/or the government will disclose the methods it used to catch them in first place, greatly enhancing their organization's chances of success in the next attack. Cf. the sorry German record in this regard.
