This administration privatized the military so that it can do nasty things outside of the public eye, so it can do what lawmakers have legislated the military cannot or should not do. Just like it contracts out torture to other countries. Neat that Cheney is a former chief of one of the companies that benefits the most from the privatizing of the military. Bet you he'll have the cushiest job in America when he finishes in Washington. Can't wait fot the Democrats, maybe we will have peace in our time then, huh?
