The first three quarters of the Bush administration was a recession. Then 9/11 happened. That's necessarily factored into the "whole" of Bush's so-called "job creation."

A lot has been said about the slow growth of the job market, but considering that unemployment is still well below 5%, there just aren't that many people looking for new jobs.
