I seriously doubt it. More likely is that political constraints are being heaped on, and we're downgrading it to get more actors on board. Like Brown. Iran has the advantage of not having to maintain some sort of coalition of public opinion. It only needs Syria and one UNSC power - Russia or China - to go to bat for it. We, on the other hand, have to keep our friends in tow. That means catering to the lowest common denominator. Which usually comes perilously close to inaction.
