Washington law requires the Assessor to value and assess real property at one hundred percent of its true and fair value. WAC 458-07-030.

“True and Fair Value” is defined as: . . . market value and is the amount of money a buyer of property willing but not obligated to buy would pay a seller of property willing but not obligated to sell, taking into consideration all uses to which the property is adapted and might in reason be applied."

There is nothing in the RCW's or the WAC's that provide for heated vs. unheated. That might be the case in Pennsylvania, but not in Washington State.

It's the overall market value of the property that is valued. The above definition is the common and accepted definition of "fair market value."
