Every president wants to leave with a "legacy," so there's always going to be some pumping of the economy near the end of a term. Bush Sr. made the mistake of neglecting to do just that when he focused on foreign policy, allowing Clinton to coin the phrase, "It's the economy, stupid!"

Looks like Dubya won't be making that mistake. "Here you go, Hillary. Good luck with Iraq, Iran, the federal debt, the shrinking dollar, etc. Hope you find time to fix all that while you work on HillaryCare."

Going back to Bill Clinton, there is sufficient evidence to prove that he did some pumping of his own in 2000, even as Greenspan raised interest rates to try and control the overenthusiasm. The most obvious, of course, was when he tapped the Strategic Petroleum Reserves because among other things, gas was rising to a "sky-high" level of $1.50/gallon and the poor folks in New England might not be able to heat their homes in the winter.
