No it isn't. It is restricted access and for good reasons. Mecca is a Holy city of religious pilgrimage.

Based on it’s topography Mecca would be a crowded city with a population of 50,000 but today has approximately 500,000 population and often has over 1million visitors at a time who are allowed to enter the city on a religious pilgrimage. The city can not accommodate additional visitors with diverse venues for a number of good reasons, the foremost being to restrict provocateurs with violent agendas like yours. Even so it is a major burden on the city to accommodate the traffic it already receives.

“Disaster struck the hajj to Mecca in April 1998 when more than a hundred people were crushed to death. In April 1997 more than 340 people died and 1,290 were injured in a fire that engulfed their tent city as they attended the hajj. The casualties were mainly Indians, Bangladeshis, and Pakistanis. The cause of the fire was attributed to an exploding gas cylinder, used for cooking. The casualties were below those of 1990, when a stampede in a tunnel between Mina and Mecca led to 1,400 deaths. In 1994, another 270 people were crushed to death in a stampede. Saudi Arabia said it had spent £10 billion from 1987–97 on improving facilities for those attending the hajj.”

There are borders, gates, doors, signs, cops etc everywhere in the world directing who can and who can’t enter or participate in one place or another.

>Restricted on the basis of licensure, as in hunting and fishing licenses, camping/hiking permits etc.
>Restricted on the basis of status. Military ops planning sessions.
>Restricted on the basis of membership. Clubs for example.
>Restricted access based on age. Bars with strippers.
>Restrictions against those who are prejudiced or with an agenda to desecrate
>Restricted because you may be a disruption. A study group for example.
>Restricted to those who qualify by skill. A rock climbing adventure group for example.
>Restricted on the basis of population size . First 500 people in a theater.
>Restricted for reasons of safety, fire danger is high in a forest region.
>Restricted because of security. Security at the Vatican for example.
>Restricted by sex. Dressing rooms or bathing rooms.
>Restricted according to hours of operation, banks, restaurants, schools etc.
>Restricted by purpose of visiting: Press pass at a press conference, lawyers in a judges chambers, for example.
>Restricted by need as in having business to attend to in corporate office buildings.
>Restricted by credentials, citizenship, or visas at Border crossings.
>Restricted by the need for crowd control and to limit disruptions by provocateurs . Political events, arena sports, concerts, sermons, etc.

Extremists like you with an agenda to motivate fear based action, make a good argument for limiting access to Mecca so innocent people have a chance to complete their religious pilgrimages without having to deal with your persecutions in the midst of that. Restricting you from interfering in their pilgrimage is not bigotry brian.
