I was in Ohio during the last 17 year locust hatch. They were everywhere.

Heavy seed production sometimes follows a stress or a disease event because the tree knows genetically that it must reproduce itself. I don't know what the locusts eat. Your acorn downfall might be related or it might just be a coincidence.

Oak acorn periodicity is not something I'm terribly familiar with. I wish I could give you a better answer.
