Let me try to explain a little better - the idea of a smaller all vol force, and moving key elements to reserve and guard units was to limit the ablitity to engage in LARGE wars without the public buying in, not small conflicts. It was set up to deter another VietNam.

Bosnia, advisors in Central America, etc. were expected.
