According to the Dem presidential candidates, however, actually creating a trust fund that accrues in a real financial institution somewhere is "privatizing" SS. Never mind that a lot of so-called democratic socialist (Sweden, Chile, etc) countries do this exact thing. Paul is right that the issue is a lack of fiscal integrity- a desire to fund popular programs now while promising the same money to future recipients of SS.
