In regard to the budget deficit and Iraq: the Dem Congress could have addressed these two issues, but didn't. The disposition of these issues is entirely within the Constitutional powers of the House of Reps. The Dem leadership knows that their ideas for "solving" these problems would amount to political suicide. This is not to say that there are no solutions, just that the solutions that their limited cognitive abilities allow them to consider would be politically suicidal. And that they know it.
