Not to get all 'conspiratorial' on you or anything... but that's how 'they' WANT people to think.

The last thing the bureaucracies want people to think is that this power they have amassed over the lives of the citizens has been gained - in goodly parts - quite by historical 'accident', and by way of aggrandizing bureaucratic fiefdoms, inexorably strengthening the hand (and the budgets!) of 'Big Brother'... propelling us down the greased slope toward a more Authoritarian intrusive federal establishment, lesser personal liberties, and ever-higher taxes.

(Because... if the people ever make *those connections* they most likely will rise up and demand a restoration of the liberties they have been progressively deprived of....)

Oh... they can 'consider' it... they just CAN'T APPROVE any research until and unless the D.E.A. has signed off, given it's approval, FIRST.

(And, the D.E.A.'s mission statement doesn't say a damn word about 'medical progress' or 'scientific research' or any such stuff. It's official goal is PROHIBITION... and that is what it does.)
