The idea is appealing strictly from a strategic defense point of view, as the entire continent would be under one government. I do not think it will ever happen, at least in our lifetime. Puerto Rico likes being a territory just fine, all of the advantages and none of the disadvantages of being a state. I can't imagine a scenario where either Canada or Mexico would petition to join the Union, and I certainly don't think we should force the issue. We would have open warfare right here at home, and that's too close for me.
