Yes, the Bushies are very adroit at finding military fall guys for their leadership failures. What happened at Abu Ghraib had it's roots in memos from AG Gonzales and Rumsfeld directives and from Guantanamo. None of the "civilian contractors" in the photos have EVER been identified or prosecuted. It came from Cheney and his axis of evil neocons - who seems really attached to torture.
