It has been shown repeatedly that most Americans without health care coverage fall into the following groups: transitional (between jogs which provide coverage); young and healthy (won't pay exorbitant rates to subsidize the sick); voluntarily uninsured.

Expanding SCHIP to undercut private insurance will not result in significant increases in the number of insured individuals. Until the percentage of uninsured among the poorest is significantly reduced the issue of increasing limits to cover the middle class should not even be discussed.
