Patients in countries with socialized medicine who will not live long enough to make it to their scheduled procedures are traveling. The ones who cannot afford quality care are traveling to third world countries as you suggest. The ones who can afford better care are traveling to the US to give themselves the best chance for survival. Britain and Canada are two top origins for medical tourists bound for the US.

I read a recent report about the state of the British medical system. Apparently people are performing dental extractions at home because they cannot find dentists who will work for the socialized system. Another recent report detailed a growing trend for British citizens to travel to New York to obtain medical procedures which are either unavailable at home or with prohibitive waits.
