The first go around of S&L deregulation began under Carter. It continued under Reagan. When Reagan took office, most S&L's were already losing money. The industry had been damaged by disintermediation - remember that word? - back in the '70's. The deregulation was an attempt to allow them to cope. A lot of them ultimately failed. Incompetent management was a bigger problem than fraud.
