Depends on what you mean by "they could". It would probably be politically impossible. I for one wouldn't support it, and I imagine very few would. But its physically, fiscally, constitutionally, and legally possible.

You could also cancel the tax and still have SS payments. You could replace the income with other taxes. There is no inherent reason why a program of payments to the elderly and/or disabled has to come from a tax on wages. It could come from a tax on consumption, or income (presumably an increase in income tax rates rather than a separate new tax), or some other form of tax. But any way you fund it a dollar spent is a dollar spent.
