That is the point. Fulltime homemakers and their families will not benefit.

This is often the case with pork barrel largesse----it only benefits the recipient and often keeps the recipient in a state of depending on the government.

Of course, Hillary is always starting conversations. This is an old conversation from the 1970's and 1980's that she is reviving with perhaps a new twist.
