It's about the mandate the IMF has in an overlook and predicting capacity. Didn't overlook nor predicted.

Once a nation poses a threat to the world economy, the IMF has a mandate to tell them that. It hadn't. A member of the IMF has to step up and tell them to execute its mandate.

Thus the G-24 wants more say on the IMF to make sure the mandate is executed.
