That is not true. Saddam occasionally attacked North Iraq himself to quell Kurdish military build ups. I don't remember him ever trying to stop the Turk military from crossing the border in massive attacks on towns and villages, which they did frequently. Since our occupation, the Turks have held back out of respect for our political alliance with Turkey but they have warned repeatedly that they were preparing for an invasion, if we aren't willing to treat the Kurds as Saddam once did. Blaming Bush is way off base.
