Hello D.Lu, and welcome to the forum!

Your situation is not at all uncommon. Even in large, Tier-1 cities there are still pockets of users (neighborhoods) not yet being served DSL. Telcos are not obliged, per se, to provide DSL services to specific neighborhoods. It would be interesting to learn if the telco in your case is actually showing your neighborhood (or zip code) served, though.
