Experience helps too. I think one reason why Katrina was such a mess was because New Orleans never saw something like it in a very long time. Contrast this with California, where wildfires pop up all the time.

While true, the magnitude of this wildfire season is not unlike a Cat. 5 hurricane. The fact the state did not falter under the onslaught is noteworthy. And its interesting thing about wildfires. Unlike other natural disasters, FEMA doesn't do much.....its really the states that take control.
