Personally i dont think iran is after anything else than having a reliable allie in southern iraq. I dont think they are looking to rule the sunni areas. I think they are much more interested in reversing what they see as the injustice to shiaa in the area and worldwide.
Some type of loose confederation in iraq probably suits their interest just fine, assuming they dont want official dissolution of iraq into three or more states.
