I thought the Congress had finally mustered up enough guts to tell the President "no more phony 'emergency supplementals' that aren't really 'emergencies'..." and that ALL the war appropriations would henceforth have to go through the regular budget appropriations process, starting with the 2008 budget --- thereby putting all of these ongoing Billions and Billions of spending 'on budget', and not 'off budget', where they don't show up in the official deficit numbers.

(No more phony smoke and mirrors to try to hide the costs from the public....)

Whatever happened to THAT?
