I believe the sanctions can be seen as an admission from the US government that they have accepted that they cannot control Iran. They feel the need to punish it, and this is all they can do. Of course, it will be very counterproductive, driving Iran closer to China and Russia. China is the main beneficiary of this policy, in my view. They desperately need Iran's oil, and the US is ensuring that they'll get it on favourable terms.
