People prefer their dogma and received beliefs, whether they are correct or not. It saves them thinking time, and listening time, if they could think, and knew how to listen. But if dependent on public goodwill, it's best to pretend to believe the common shibboleths. Like Bill Clinton clutching a Bible! While it's true that Africans have low average intelligence, and there is correlation of intelligence with melanin content, there is not a causal relationship. People of low intelligence can't understand that, but are willing to have ignorant opinions anyway. By way of explanation for the digital divide between melanin-rich Americans and the rest and Africa and the rest, the lower average intelligence is sufficient to explain things. But measuring melanin is a very poor surrogate for the real genetic deficiency which is found in other genes, not the melanin genes. Melanin is just an obvious trait which gives a probabilistic link to intelligence. It would be better to use intelligence tests to sort out the intelligent from the unintelligent rather than melanin tests. But in the absence of intelligence tests, one can predict intelligence by using other markers which normally have good correlation. One of which is being Negro. One of the few groups against whom it's considering okay to be racist is the unintelligent. They are as much a race as all other races, except that their DNA is spread everywhere rather than concentrated in geographic areas. Intelligence and the lack of it is as much a genetic matter as are other aspects of humans and other biological entities. While it's true that the genetic opportunity for somebody with great genes can be squandered by poisoning them with lead, mercury and other toxins, and by feeding them from infancy a deficient diet in iodine, iron, lipids and all sorts, and by depriving them of emotional and intellectual development, even with all the care in the world, a chimp can't be taught the Schroedinger equation. I consider it quite racist and offensive that people who through no fault of their own are unintelligent, are denigrated, made fun of and insulted. It is more reasonable to make normal racist jokes because racial jokes are against cultural norms which are selected by individuals.
