I guess that means that if China is obliterated in a vast nuclear cauldron for trying to copy Japan in creating a militaristic Greater East Asian Co-Prosperity Sphere by attacking Taiwan, and building an Asian Empire, it will be their own fault rather than their leader's.

But it's tough in China to over-throw the politburo which has just appointed itself boss in chief again and paraded the latest bunch of megalomaniacs. So blaming the individuals for the carnage wouldn't be fair.

They don't hold referenda, take polls or hold elections. The boss decides.

In the USA, the mob was gung ho for attacking Saddam and all that has followed, though there was some dissent, even in the early days.
