There was a time a whiz kid was seen as a solution for everything. Technocrats got the whiz kids to solve their problems.

I tend to agree, except he wasn't elected, he was appointed. "The Best and the Brightest" by Halberstam is a great analysis of how they got Vietnam wrong.
