The caps are on pain and suffering awards only (at least in Cali and Texas, I'm not as sure about Florida or the others). So-called economic damage awards are routinely inflated in many jurisdictions. The system is still in dire need of reform and that should be done in the context of any move to universal coverage. Contingency fees also tap the "economic loss awards", so no tears from me for the PI lawyers.
