They certainly save costs on the front end, but the real problem is who deals with complications if/when they occur I would think it would be hard to get someone to leave the country for a serious procedure. People tend to want their family and friends to be able to visit them in the hospital. An available support system is important for recovery. It's one thing to go abroad for a face lift you don't want anyone to know you're having, quite another to go for a heart bypass operation.
