Even in WA state, water conservation has become a normal part of life.......low flush toilets, low water shower heads, no watering your lawn in the summer, etc.

You could try to force that on people. Or you could just stop subsidizing water. Massive quantities of H2O are allocated politically, usually at very low prices, rather than by market forces and you wonder why there is shortages?
