I was being more specific and technical than is common in political debate. In common conversation, "universal health care", funded by a federal government program would be socialized insurance.

But if you take "socialism" to mean government ownership of the means of production, the only think actually socialized would be the insurance industry.

OTOH you still would have socialism involved with medicine either way, and its not like socializing health insurance would have no effect on the provision of health care.
